Pavement & Maintenance Management Systems LEA has been at the forefront of the drive to develop pavement management systems in developing countries. Using a combination of life cycle costing techniques, fleet management, institutional strengthening and privatisation of parst of the delivery of service mechanisms, LEA has evaluated and assessed locally devised road maintenance techniques for effectiveness in specific county situations, and incorporated these into an overall list of viable maintenance strategies. LEA has been actively involved in the development of the various forms of RMMS for more than 15 years, with international experience fully incorporated. We have been involved in the analysis and design of each component of the RMMS to suit the various Client needs. Our experience ranges from the evaluation of systems to best suit Client’s needs through setting up of a system and training of departmental staff, to data collection and systems deployment with ongoing management of the RMMS in various countries. The economics (cost/benefit) of competing maintenance strategies are analysed by comparing techniques using - for example - a stream of small regular expenditive events versus a single capital cost approach.
