Supervision & Management

Through LEA’s active involvement in transportation related assignments, the Firm has over the years acquired expert knowledge in the fields of:

Design and Tender Documentation
Contractor Evaluation and Works Negotiations Services
Supervision of Construction Works
Project Management of Integrated Projects
Training of Counterpart Staff
Defect Liability Period Supervision

In developing countries, LEA has been able to combine the transfer of technology from the developed world with an appreciation and understanding of simple technologies taht are often necessary and appropriate for local conditions. This combination of developed world thinking grafted into simple techniques developed in the host coutnry and well understood locally, has enabled local ideas to be made more effective and economic instead of forcing a wholesale substitution with complex "foreign" techniques which are abandoned as soon as the project is completed

LEA has developed a Quality Assurance (QA) management system for the supervision of Works contracts. The QA system is designed to assure that all work is carried out in full compliance with engineering design standards and contract documents and ensure high quality of road works. The QA systems covers the four quality control categories namely:

Quality Assurance Control and Proceedings
Legal Administration Control
Technical Site Control
Financial Administration Control

LEA offers training of counterpart staff as an integral part of the QA and supervision activities. The main emphasis of the training and skill development is for the introduction of FIDIC contract systems and managing these systems correctly. Through this, our aim is to ensure that a "claim mentality" has no place on the Works contract and that a spirit of teamwork between the Works contractor and the supervision team is correctly implemented.

Our in house experts have extensive experience in both the implementation of Quality Assurance / Management systems and the training of counterpart staff to manage such systems.
