Neil Brockman, P.Eng.
Vice President & Sector Lead, Bridge
In his four year
s with LEA, Neil has taken a leading role in the growth and development of the Bridge Sector, bringing a strong commitment to quality and long-term success. With a deep passion for the structures business, Neil brings an innovative mindset to his work, consistently seeking new and improved opportunities for both projects and employees. His leadership and dedication to structural engineering excellence are helping position the sector for continued growth and ensuring LEA’s reputation remains strong for years to come.

Chloe Deng, P.Eng.
Vice President & Sector Lead, Transit
Chloe joined LEA in early 2009 shortly after graduating with a Master’s Degree in Civil Engineering, and over the past 17 years has become a driving force in our Structures Division. Chloe has extensive experience in the planning, design and project management of transit infrastructure, bridges, highways, tunnels, and rehabilitation projects, including LEA legacy projects such as the Finch West Station and the Eglinton Crosstown LRT.

Vice President & Sector Lead, Environmental
Brad joined LEA in 2019 and brings over 18 years of experience in environmental consulting. Since joining LEA, he has been a key contributor to our success, developing the Environmental Sector, building strong client relationships and leading the delivery of complex environmental projects.
As Vice President, Brad will lead strategic initiatives, strengthen partnerships, and drive innovation within the Construction & Environmental Division.
Since launching the Environmental Sector seven years ago, Brad has established a solid foundation for its growth and strengthened LEA’s reputation for quality and reliability. Brad is well regarded by clients and colleagues for his collaborative approach, technical insight, and commitment to excellence. His ability to guide teams and support staff development has been central to the sector’s continued success.

Nathaniel Lam, PSP®, P.Eng.
Vice President & Sector Lead, Security
Nathaniel joined LEA in 2009, starting as the Manager of the newly formed Infrastructure & Security team. Throughout his time at LEA, he has placed a strong emphasis on cultivating long-term client relationships, earning trust and credibility through consistent, high-quality service delivery. At the same time, Nathaniel has successfully assembled and developed a skilled and dedicated team of professionals, creating a solid foundation for continued growth of our Security Sector.
As Vice President, Nathaniel will continue to provide strategic direction for the Security Sector, strengthen client partnerships, and support the ongoing development of our staff as the department continues to expand.
Nathaniel has been instrumental in building the Security Sector from the ground up. His ability to align client needs with effective staffing, training, and oversight has positioned LEA’s Security Sector as a key contender in the industry.

Cedar Leung, P.Eng.
Vice President & Sector Lead, Highways
Cedar brings over 20 years of experience in transportation infrastructure, including roads, highways and bridges. Since joining LEA in 2006, he has earned the confidence of clients and colleagues through consistent quality, sound judgment, and dependable leadership. He is widely respected for his ability to guide teams and build strong, long-term client relationships across the province.
As Vice President, Cedar will continue to lead the Highways Sector while strengthening talent development, supporting cross-division collaboration, and advancing strategic priorities.
Cedar has been a cornerstone of LEA’s Highways Sector for nearly two decades, bringing deep technical expertise and a proven track record of delivering complex MTO highway assignments. I’m confident he will build on this strong foundation and help drive continued growth and client success for LEA.
