The Future of Scarborough Centre as a Destination Multi-Modal Hub

LEA Consulting Ltd. recently completed the Scarborough Centre Transportation Master Plan (SCTMP) for the City of Toronto, which was approved by City Council in May 2018. As the Project Lead, LEA developed the SCTMP alongside The Planning Partnership, MetroQuest, Sam Schwartz, Archeoworks Inc., Thuber Engineering Ltd., and Perkins + Will, which recommends a complete transportation network for the future of Scarborough Centre as an active and vibrant mobility hub, transforming it into the central destination place and focal point of Scarborough.

To achieve the planned vision of a multi-modal hub that supports growth, incorporates the development of the Scarborough Subway Extension, and provides a variety of connected transportation options, Scarborough Centre required significant transformation and evolution. The urban design vision for the Centre and surrounding area identified existing and planned opportunities and integrated TDM and Active Transportation measures. Consulting the public, as well as stakeholder participation, were also important and essential components in the process. Public engagement was featured using a series of PIPS/PICs and pop-up events, as well as a multi-channel social media campaign and an innovative online interaction program that collected key feedback.

The SCTMP sets the framework to achieve its plan through four key strategies including:

  • Encouraging active modes of transportation
  • Supporting transit and innovative mobility solutions
  • Reducing single occupant vehicle use
  • Integrating land use and transportation planning

The SCTMP will inform future policies, programs, initiatives and infrastructure projects designed to meet the needs of the anticipated population and employment growth. While it represents a significant shift in the approach to transportation planning in the Centre, this vision is being presented at a critical juncture in the area’s development. With this vision, the SCTMP articulates the long-term transportation vision for Scarborough Centre, transforming the Centre into an attractive, safe, and inviting place, accommodating the needs of all users. LEA is proud to announce the completion and adoption of the SCTMP, which will advance the future planning of Scarborough Centre.
