Project Description

In 2026, LASA proudly entered into a new market —Bhutan. We have been awarded the Consulting Services for Enhancing Road Asset Management Practices project, funded by the World Bank. This assignment aims to strengthen road asset management in Bhutan by developing a national RAM strategy, enabling data-driven and life-cycle–based planning, and supporting the procurement of key systems and equipment. LASA will work closely with DoST and stakeholders to align efforts with national goals, deliver targeted capacity building, and recommend suitable international exposure programs. 

Project Objective

To develop a national Road Asset Management System strategy, enabling data-driven and life-cycle–based planning, and supporting the procurement of key systems and equipment for the Department of Surface Transport.  

Services

  • Preparation of Road Asset Management Strategy and Action Plan. 

  • Preparation of a Multi-Year Operational Program Framework and the Program itself, developed based on the life-cycle cost-benefit analysis approach with climate resilience considerations. 

  • Development of Data Collection Guideline and Technical Specifications for Equipment Procurement. 

  • Preparation bid documents including Terms of Reference (ToR) and Technical Specification for RAMS/BMS Solution. 

  • Providing technical support during the RAMS/BMS procurement process. 

  • Providing implementation/operational support and conducting periodic implementation and operational assessment of RAMS/BMS Solution deployment and use by DoST.
