Replacement and Rehabilitation of 9 Structures on Highways 631, 11, 581 and 101

LEA Consulting Ltd. (LEA) is pleased to announce their award for the replacement and rehabilitation of 9 structures on Highway 631, 11, 581, and 101. LEA is providing Total Project management Consultancy services for Detailed Design across nine project sites in Northern Ontario. Specifically, LEA’s involvement includes project management, bridge engineering, electrical engineering, highway engineering, and traffic engineering.

The project team includes a group of specialized sub-consultants including:

  • Condition Surveys – Bridge Check Canada Ltd.
  • Drainage & Hydrology Engineering, and Archaeology/Heritage – WSP Canada Inc.
  • Environmental Planning – Beacon Environmental
  • Foundations Engineering, and Contaminant/Waste Management – Golder Associates Ltd.
  • Surveying – Tulloch Engineering

The project scope includes the replacement of 4 culverts, the replacement of two bridges, and the rehabilitation of 3 bridges.

Project Challenges

A challenge that LEA will have to face during this project is developing replacement strategies that consider in-water work, impact on entrances that a detour or re-alignment will have at the approaches to the bridges, and potential property requirements to accommodate longer realignments/detours. LEA will also have to evaluate the rehabilitation options and assess the extent of rehabilitation required and how long it will extend the life of the structure, and assess whether its preservation costs more than completely replacing the bridge.

LEA’s experience working on similar bridge and culvert replacement and rehabilitation projects for the MTO North-Eastern Region puts us in a unique position. We have the opportunity to apply lessons learned dealing with current construction issues to the detailed design on this assignment.

Our project team has extensive experience in the development of detailed design from their recent experiences on Hwy 60 replacement of 5 culverts located in Algonquin Park, the rehabilitation of 5 bridges in the Hunstville area, along with the PD and DD replacement of 6 bridges in Hearst area on Hwy 11 and 583, including Nagagami River Bridge.

LEA began the project work in November 2016. This project is expected to be completed in March 2019.
